Information Officer Donna Asmod of the Capiz Police Provincial Office said the peace covenant signing among local officials here is in partnership with the Commission on Elections (COMELEC), Parish Pastoral Council for Responsible Voting (PPCRV) and Armed Forces of the Philippines.
"This is to ensure a secure and fair elections (SAFE) 2019," she said.
