NAGA CITY, July 15 (PIA) - Pursuant to Executive Order No. 70 entitled "Institutionalizing the Whole-of-Nation Approach in attaining inclusive and Sustainable Peace, Creating a National Task Force to End Local Communist Armed Conflict, and Directing the Adoption of a National Peace Framework" signed by His Excellency, Pres. Rodrigo Duterte on Dec. 4, 2018, the Naga City Police Office (NCPO) has been tasked by the higher headquarters to activate the City Task Force to End Local Communist Armed Conflict (CTF-ELCAC) in the city.
In the Joint Peace and Security Coordinating Council (JPSCC) meeting held Thursday, July 11 at the NCPO, Police City Director PCOL Felix N. Servita, Jr. thanked the City Government for declaring the activation of the task force in compliance with the said Executive Order.
"I thank Mayor Nelson Legacion through his able representative, Public Safety Office Executive Director Renne Gumba, declaring the activation of this Task Force, and as a public servant, I think it's high time that we all help and work together. There has been already so many lives taken in the 50 years of communist insurgency in the Philippines," Servita said.
The Whole-of-Nation Approach is being institutionalized as a government policy for the attainment of inclusive and sustainable peace. With this, the Government shall prioritize and harmonize the delivery of basic services and social development packages in conflict-affected areas and vulnerable communities, facilitate societal inclusivity and ensure active participation of all sectors of society in the pursuit of the country's peace agenda.
According to Servita, although there is no conflict area or armed rebels in the city, and only vulnerable communities, but as an independent city, Naga has to abide with the Executive Order by providing government services and social development packages to the vulnerable communities.
For Gumba, Naga is known as a democratic city, a place where one is free to discuss, debate or fight for one's principle, but not known as a place where people shed blood and they hope to keep it that way.
"We will fight any attempt to put us into an area of armed conflict and we will support every effort that would sustain the Naga City that we have established," Gumba declared.
The City Task Force will be headed by the Local Chief Executive as chair, the Naga City Police Office as vice-chair, with members, namely: the Philippine Army, DILG, BFP, BJMP, DepEd-Naga, DPWH, DSWD, NHA, NCIP, TESDA, City Prosecutor's Office, and PIA-Camarines Sur, among others.
All departments, bureaus, offices, agencies or instrumentalities of the government, including GOCCs and SUCs, are hereby directed to render the necessary support to the Task Force. (JRM-PIA5/Camarines Sur)
