NV lawmaker seeks probe on DepEd fees, contributions

BAYOMBONG, Nueva Vizcaya, July 16 (PIA)--Board member Elma Pinao-an-Lejao here has asked Parents Teachers Associations (PTAs) among public elementary and secondary schools in the province to submit their Annual Financial Statements (AFS) before they can be recognized and exact voluntary contributions and fees among parents.

She said parents of schoolchildren, especially those belonging to the poor sector have been complaining on the various required contributions and fees collected among schoolers.

In her privilege speech, Lejao said she was bothered why documents regarding request of parents for financial assistance have flooded her office and other board members, seeking similar fund assistance to help them pay the varying school contributions and fees.

"It is observed that the amount of the Parents Teachers Association (PTA) fees collected in secondary schools in our province are not the same. Some collect P100.00, some for P400.00 and some are even bigger amount," she said.

Lejao cited Department of Education's (DepEd) Department Order No. 54, series of 2009 and DO No. 41 series of 2012.

DepEd No, 54 series of 2009 provides the procedures and guidelines in organizing the PTAs within 30 days from the start of school days and that PTAs can only operate after formal recognition by school heads concerned and after recognition, can collect voluntary contributions from members and outside sources to fund and sustain its operation and implementation of its programs and projects for the benefit of students and schools where they operate in line with their respective School Improvement Plans (SIPs).

While DepEd DO No. 41 series of 2012 also allows fees that can be collected on a voluntary basis for Boy/Girl Scouts Fee at P50.00.00 per learner, Philippine Red Cross(PRC) insurance at P35.00, school publication at P60.00 for elementary and P90.00 for secondary, membership in student organizations which should be based on school policies and PTA fee which should be a reasonable amount as determined by the PTA general assembly.

Lejao said these orders require PTAs to submit Annual Financial Report (AFR) or Statement to concerned authorities and publication in conspicuous places. These should be presented to the general assembly during the next school year before they can collect another contributions and fees.

Lejao further said that these contributions and fees should be determined supposed to be by the PTA general assembly in each school based on what is the needed project to be put up.

She also added that the amount of PTA fees in public secondary school is constant as if those were regular fees as the same amount is being collected for so many years.

Lejao said she has introduced a Resolution Enjoining All Parents-Teachers Associations (PTAs) in every public secondary schools in Nueva Vizcaya to comply with the submission of Annual Financial Staement (AFS) for School Year 2018-2019 as required by DepEd DOS No. 54 and 41 before any collection of voluntary contributions and fees from parents for School Year 2019-2020 maybe allowed or before any PTA organization maybe issued a certificate of recognition by the concerned school head.

"This resolution will further shed light on the true realities of voluntary contributions and fees which will result to another legislative action to address this problem among parents," she added. (ALM/BME/PIA 2-Nueva Vizcaya)
