DENR affirms ECC for Dgte Blvd shoreline project

DUMAGUETE CITY, Sept. 7 (PIA) -- The Department of Environment and Natural Resources (DENR) through the Environmental Management Bureau (EMB-7) Regional Director Engr. William Cunado has issued a new copy of the Environmental Compliance Certificate (ECC) for the rehabilitation or improvement of the Rizal Boulevard near the Press Club area in Poblacion 4, this city.

This is due to an inadvertent typographical error in the previously released copy of the ECC, City Public Information Officer (CPIO) Dems Demecillo explained.

The issuance by DENR-EMB effectively reaffirms the agency's approval of the ongoing project at the Rizal Boulevard that aims to serve as shoreline protection of the buildings, facilities and residences and at the same time provide additional space for sports, recreation and wellness for the city's citizens.

Demecillo said the project will push through despite the objection of a group which tried to stop the ongoing project due to environmental concerns.

However, the members of the general public, including other elected officials such as the 30 Punong Barangays and their constituents have strongly manifested their support to the completion of this vital infrastructure project that will not only provide shoreline protection but also contribute to the growth of the sports tourism industry.

City Planning and Development Coordinator Engr. Leonides Caro has reported that DENR-EMB corrected the geographical coordinates reflecting of the actual location of the project and changed the standard unit of length used in measuring the containment wall/sea wall from 234.26 square meters to linear meters.

The implementation of the project will continue considering that the ECC has been granted and the Philippine Reclamation Authority has lifted long ago its Cease and Desist Order to prevent any delay in view of the preparations in hosting next year's ASEAN Schools Games that will be participated by outstanding student athletes from the 11-member countries of Southeast Asia, said Demecillo.

Dumaguete City Mayor Felipe Antonio Remollo, who won the election on the promise that he will complete the shoreline protection project in Rizal Boulevard, underscored the importance of the project to reinforce the boulevard's seawall and insulate the national highway, public buildings and homes from storm surges brought about by climate change which endanger both resident and motorists.

Cunado said the city government has satisfied the requirements, hence DENR-EMB decided to grant the ECC for the project an area of 17, 715 square meters.

The project components include eight units volleyball/handball courts with 1,024 square meters; open spaces (including paved pathways and promenade area) 16,691 square meters; 36 units of lamp posts (including rough-ins and installation of electrical wiring, fixtures and energizing)and containment wall/seawall of 234.26 linear meters.
