DSWD ' CAR readies implementation plan for SAP

BAGUIO CITY, Mar. 31 (PIA) - - The Department of Social Welfare and Development - Cordillera gears up for the implementation of the Social Amelioration Program (SAP), a major component of the "Bayanihan to Heal as One" Act recently signed by President Rodrigo Roa Duterte to provide subsidy to 18 million low - income families in the country who are affected by the COVID - 19 pandemic.

DSWD - CAR Regional Director Leo Quintilla during the response cluster meeting of the Cordillera Regional Disaster Risk Reduction and Management Council (CRDRRMC) Monday, gave an orientation on the Joint Memorandum on SAP recently signed by the secretaries of DSWD, Dept. of Agriculture, Dand Local Governemntept. of Trade and Industry, Dept. of Labor and Employment, Dept. of the Interior and Local Government, Dept. of Budget and Management and Dept. of Finance.

Quintilla explained that under SAP, the national government aims to provide a subsidy of between P5,000 - P8,000 to COVID - 19 impacted families for a period of two months, either in cash or in kind, depending on the prescribed minimum wage rate for region.

For Cordillera, the prescribed subsidy is P5,500 per month.

Quintilla clarified that the subsidy of P5,500 will not be on a per agency assistance, but a cumulative assistance from the existing programs of supporting agencies like DSWD, DA, DTI and DOLE. He said they are now working on the SAP implementation plan and will be setting a coordination meeting with their partner implementing agencies.

For DSWD-CAR, Quintilla said they are currently monitoring around 370,000 families affected by the COVID crisis in the region that can be covered by SAP.

He explained that for DSWD, the assistance for their 4P's beneficiaries will be the cash regular monthly cash grants to be complemented by family food packs (FFPs) or the Assistance to Individuals in Crisis (AICs) program to complete the prescribed P5,500 subsidy, as long as the 4Ps family is not a recipient of any assistance from other SAP partner agencies.

For other SAP beneficiaries where the local government units through the barangay officials who will be in charge of the list and provision of SAP cards, DSWD will help assure that the P5,500 cash/non cash assistance will be whole through the provision of FFPs and the AICS program, he added.

Quintilla reported that there are about 304,590 COVID - 19 affected families composed of around 1.2 million individuals in Cordillera that are being monitoring and prioritized for government assistance. The list includes the Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries and the other poor families listed in the DSWD Listahanan.

Based on the monitoring of DSWD - CAR as of 4:00 PM of March 29 , LGUs already provided around P43 million -worth of assistance to the affected families while other donors shared around P4.3 million.

Quintilla said the DSWD Central Office has downloaded to DSWD - CAR P20 million Quick Response Fund for the production of 34,000 FFPs which they hope to deliver this week. They have already provided almost P2 million assistance through FFPs and AICs program to the different beneficiaries.

With more LGUs requesting for FFPs as the enhanced community quarantine is now into its third week, and DSWD CAR , its partners and volunteers will intensify the packing and delivery of FFPs to the intended recipients, he added. (JDP/CCD-PIA CAR)
