Cauayan City imposes penalty for 'Stay at Home Ordinance' violators

TUGUEGARAO CITY, Cagayan, April 5 (PIA) - - - The City Government of Cauayan passed Ordinance No. 2020-292, an 'Ordinance Imposing Strict Home Quarantine in All Households in the City and Providing Penalties for Violation Thereof'.

Under its Section 2, the Cauayenos are to observe a strict home quarantine which means movement shall be limited to accessing basic necessities, provision for food and essential health services.

The ordinance reiterates that only one person per household shall be allowed to go outside to buy food and run important errands which will be identified by the barangay officials or members of the Barangay Health Emergency Response Team (BHERT).

Under its Section 3, persons going to work or returning home from work of essential establishments, persons buying food or essentials, persons responding emergencies, persons travelling for medical or health reasons and law enforcers, government personnel, barangay officials, barangay tanod and members of BHERT on duty including city officials are exempted to the strict home quarantine policy.

Should an individual violates the ordinance and found out that he or she is not part of the the exemption clause of the ordinance, he or she will pay P1,000 for first offense.

Should he or she violates for the second and third times, he or she will pay P3,000 and P5,000 including imprisonment of at least two months but not exceeding one year, respectively.

The members of the Philippine National Police (PNP), Incident Management Team, Public Order and Safety Division, Barangay Captains, Barangay Council members and Barangay Tanod are deputized to implement the said ordinance and authorized to arrest any person violating thereof.

Earlier, Cauayan City Mayor Bernard Faustino Dy urged his constituents to cooperate with the guidelines on the implementation of the Enhanced Community Quarantine. (MDCT/PIA-2)
