TUGUEGARAO CITY, Cagayan, May 22 (PIA) - The provincial government here has presented the guidelines for those who want to avail of the "Balik-Cagayan" program of Gov. Manuel Mamba specifically designed for Cagayanos who were stranded outside the region after President Duterte declared the entire Luzon under enhanced community quarantine (ECQ) on March 16, 2020.
Michael Pinto, chair of the Technical Working Group on "Balik-Cagayan" said individuals eligible under the program are returning residents of the province who are either students, local workers and those from abroad but who were not able to go home because of the lockdown.
Applicants must have a valid identification card like government issued ID, COMELEC/Voter's ID, school ID, or passport that bears the home address of the applicant. Billing statement will also be honored.
To have an access of the Google Form Application, the applicant must have a verified gmail account. Upon approval of the application, the Border Pass will be sent directly to his or her email address.
For families, one gmail account will be honored and can be used to apply other members of the family as long as each have its own ID, a certification from the barangay captain that the applicant is a bonafide resident of the barangay and statement under oath from members of the family.
Test result if ever subjected to antibody test on COVID-19 is optional, however, having the result,if there be any, will help facilitate the approval, Pinto added.
Pinto also said that having a health certificate from the place of origin is also required.
The Balik-Cagayan program is an initiative of Gov. Manuel Mamba aimed at helping Cagayanos, to go back in Cagayan to be with their families.
While Mamba assured that all will be given the chance to go home, it should be done gradually so as to ensure the safety of all Cagayanos. (MDCT/GVB/PIA 2- Cagayan)
