Quirino imposes curfew ordinance during public health emergencies

CABARROGUIS, Quirino, May 26 (PIA)-By virtue of Provincial Ordinance no. 12 , curfew hours from 8:00 PM to 4:00 AM in the province is imposed during the period of public health emergencies such as the COVID-19 pandemic and other infectious diseases.

Introduced by Board Member Marlo S. Guillermo, the said ordinance covers all persons within the territorial jurisdiction the province except persons responding to emergencies, hospital personnel such as doctors, nurses, and other health personnel, ambulance drivers, security guards doing official functions and those who maybe allowed by the Health Task Force and authorized persons outside of residence (APOR) with official functions.

Barangay officials, barangay tanods, night shift workers/personnel and uniformed personnel of the Armed Forces of the Philippines, Philippine National Police, Bureau of Fire Protection and Bureau of Jail Management and Penology are also exempted from the curfew hours.

The Philippine National Police and other authorized enforcement agencies/groups, including the barangay officials and tanods, are hereby mandated to enforce the full extent of this Ordinance.

All apprehending officers shall wear their uniforms and proper identification at all times when in duty.

Any person found violating the said ordinance shall be penalized with the following: First Offense- P500.00) or 8 hours of community service; Second Offense- P1,500.00 or 16nhours of community service at 8 hours/day and third and succeeding offenses-P2,500.00 or 24 hours at 8 hours/day

After payment of the penalty, persons in violation of this ordinance shall be immediately accompanied to his/her residence. In case of failure to pay the penalty, the violator shall be required to render daytime community service.

Incase the violator is a minor, the parents or guardian shall be notified by the apprehending officer, and the minor shall only be released to the said parent or guardian, without prejudice to the prosecution of the parents or guardians under the Code of Parental Responsibility.

Should the violator refuse to be accompanied to his/her residence, he or she shall be brought to the nearest police station for possible detention.

Any homeless, abandoned or neglected person found in violation of this ordinance shall be brought to the nearest MSWDO within twelve hours from apprehension. (MDCT/TCB/PIA 2-Quirino)
